To make this flower, you have to make Tissue Paper Pinwheel / Tissue Paper Rosettes and tissue paper rose, then glue the rose at the center of the tissue paper pinwheel. For making this flower, I used two different color papers ( blue color tissue paper and white crepe paper, if you want , you can use same color paper).
